  • The U.S. government is treating the apparent disclosure of classified material surrounding the war in Ukraine as an insider’s leak, with the Federal Bureau of Investigation using clues in the images to aid its criminal investigation. The bulk of the documents appear to originate from the Central Intelligence Agency’s Operations Center and the Pentagon’s Joint Chiefs of Staff.

  • The Defense Department has extensive procedures around the handling of classified documents, including printing logs, invisible markings, and internal cameras. Former intelligence community and Pentagon officials suggest that the documents would be accessible to several hundred people, while others would be restricted to a much smaller group.

  • The Wall Street Journal was not able to independently authenticate the documents, but they contain enough detail to give them credibility. Defense officials have said they believe some of the documents could be authentic, and the FBI is conducting lab analysis from the evidence they collected, which could lead investigators to other clues.

  • The leaked documents appear to have been printed and folded twice and items such as a hunting magazine, a knife and a tube of glue were visible in the background. This could have been contrived by a sophisticated adversary to throw off investigators, as the possibility of a foreign-sponsored intelligence operation or mishandling of classified information has not been ruled out. Microsoft Corp. President Brad Smith said his company’s “digital-threat analysis team” has spotted efforts by Russians to infiltrate online communities around videogaming.

  • Security controls around classified documents have proven vital in the past when tracking down leakers. In 2017, the government quickly identified Reality Winner, a contractor for the NSA, who had printed out top-secret material and sent it to the Intercept. In another leak, FBI special agent Terry Albury was identified for cutting and pasting information from different classified documents into a new one and then printing it, as well as taking pictures of classified documents from his computer screen. Both individuals served time in prison for their disclosures.

  • President Biden, when asked for an update on the leak investigation, said he was concerned that the leak happened but “there’s nothing contemporaneous that I’m aware of that’s of great consequence”. He said a full-blown investigation is underway with the intelligence community and the Justice Department, and they are getting close.
