Soon after the fundraising, some investors began pushing for refunds and the FBI tried unsuccessfully to cultivate Mr. Guo as an informant.

In 2020, Mr. Bannon was arrested on Mr. Guo’s yacht off the coast of Connecticut and accused of fraud offenses. Mr. Guo also faced a separate investigation from the FBI and GTV Media, along with two other companies, agreed to pay $539 million to settle regulatory claims.

The new indictment in 2021 includes details about the GTV allegations. Messrs. Guo and Je are accused of misappropriating $100 million to place with a high-risk hedge fund and raising $150 million through a purported farm program. Some of the funds were used to maintain the yacht, buy a custom-built Bugatti, and purchase a New Jersey mansion.

Mr. Guo has recently been involved in music and fashion, releasing a song called “Take Down the CCP” and a music video in 2020, as well as offering woolen caps for $715 and cotton zip polos for $1,265 on his G-fashion line website. He was ordered to pay $134 million in fines for moving the Lady May out of state in violation of a court order, and was facing a $254 million loan from Pacific Alliance Asia Opportunity Fund LP. He later asked to have his bankruptcy case dismissed, but a chapter 11 trustee was appointed to find additional assets.

Teng Biao, a 49-year-old Chinese human-rights activist and Guo critic, said as many as 20 of Mr. Guo’s followers have been standing in front of his home in New Jersey this and last winter, shouting slogans and distributing fliers accusing him of being a “CCP spy.” Mr. Teng said Mr. Guo had escaped prosecution in China thanks to the protection of powerful patrons and thought he could do the same in the U.S., but was wrong.

Mr. Teng was pleased with the news of Mr. Guo’s arrest, saying that “justice delayed is better than justice denied.” He believes that Mr. Guo should be held accountable for his actions and that the U.S. is governed by the rule of law.
