中俄合作无上限只是“修辞手法”,中国驻欧盟大使试图拉开北京与莫斯科的距离|纽约时报

  • Fu Cong, China’s ambassador to the European Union, spoke with The New York Times before Presidents Emmanuel Macron of France and Ursula von der Leyen of the European Commission travel to China on Wednesday. He downplayed Russia and China’s declaration of a “no limits” friendship last year, saying that “‘No limit’ is nothing but rhetoric”. He said that China had not provided military assistance to Russia, nor recognized its efforts to annex Ukrainian territories. He also defended the fact that Mr. Xi has not yet called President Volodymyr Zelensky of Ukraine.

  • Mr. Fu also said that China will not provide arms for Russia to use in Ukraine now or in the future, and criticized Secretary of State Antony J. Blinken for saying in February that China was considering providing Russia with lethal weapons. He said that the speech by the European Commission president revealed incoherence in E.U. policy toward China.

  • Mr. Fu welcomed the European Commission president’s statement that the bloc should “de-risk” its relationship with China by setting new ground rules rather than “decoupling” or withdrawing. He said that this was a positive message and that it should be acknowledged.

  • China and the E.U. have significant trade ties, and this week’s trip is an opportunity to refocus on the fundamentals of that relationship. Chinese Ambassador Fu suggested China was open to a deal with Europe on sanctions and investment, however there are hurdles such as human rights issues and the E.U.’s freezing of an E.U.-China investment agreement since 2021.

  • Mr. Fu urged Europe to carve out its own policies distinct from the U.S. and develop more “strategic autonomy” instead of following Washington’s lead. He suggested that if China does one thing, and the E.U. can do another, they should explore all avenues. This is the backdrop to President Macron’s visit, and of Germany’s Chancellor Scholz’s visit in November.

  • Mr. Fu said that the E.U. should not be listening to the U.S. all the time, as they claim to be a powerful center in the world independent from the U.S. and China. He believes that the E.U. should act in its own interests towards China and not be influenced by the U.S.
